Public bug reported:

I'm sure the template in submittodebian is for good purpose but for
contributors who are familiar with how to explain a patch it just adds a
small burden to have to delete the auto template message each time we
use this wonderful tool to send stuff upstream.

Maybe some sort of flag to override like submittodebian -e (e for expert
or -t for no template please)
