I fully confirm this bug.
I've the same problems on my DELL Inspiron bought in may/june 2008.
I used the same machine with Hardy (ubuntu 8.04) without any problems on video
layer, while now it is impossible to watch a video, play an openGL game and
also listen an mp3 (ok, I can listen but effect window is flickering).
I've got the same flickering artifacts shown in

It's also quite strange that when you move a totem window which is playing a
movie you can see movie standing there where it is and the rest of the window
following the dragging mouse pointer untill I conclude my window dragging,
