I can confirm this (the missing vbox.cfg on intrepid). I got into this situation after installing the proprietary version of virtualbox (which removes virtualbox-ose). After some time i decided to move back to virtualbox-ose and suddenly couldnt start VirtualBox anymore :D
I think the virtualbox package looks for .VirtualBox directories in the home directories.
