I can't find these dups in the debian/control in trunk lp:ubuntu-dev-
tools:

lsb-release, diffstat, dpkg-dev, ${misc:Depends}

ca-certificates, genisoimage, perl-modules, libwww-perl
...nor any mention of them in the changelog.
