Ahh /usr/share/locale is being removed in Debian's rules file
# locales are already merged into the index.theme files
binary-post-install/gnome-themes-extras::
rm -rf debian/gnome-themes-extras/usr/share/locale
those files are no longer needed i have confirmed that the localization data is
handled via index.theme
