Well, I forced the tags to V2 and it hasn't made any difference. It
sure seems to be an issue with the server not understanding what
character set to use or something.

You asked about the "LC_CTYPE" variable. I am not familiar with that
one but is it something that the server requires being set? What
should it be set to? Does it belong in /etc/sysconfig/i18n?
That variable tells applications how to interpret the encoding of files on disk.
