Odd...  may want to look to see if something else is up with those tags.
I have an extensive collection of Brazilian music and have yet to see
it get upset about the names of files (abcde rips them into whatever
freedb lists as the track name, so I have lots of á and ã and such in
file names).  eyeD3 or id3v2 are good for seeing what sort of tags are
thrown into things.  eyeD3 is a bit more capable, but my fingers know
id3v2...

As for renaming:  id3ren renames based on id3 tags, though it only pays
attention to id3v1 tags, so they're truncated.  Which may be a bonus,
actually, considering the length of some of my track names... 

I actually like having the 'real' characters there so haven't tried to
remove them.  I use Musicbrainz extensively to make sure things are
tagged correctly (though I do sometimes tweak their tags... it would be
nice if they allowed for seperators in artists, and especially disc
numbers...)
