If you run the slimserver.pl file from the shell as root "perl
slimserver.pl" it will tell you what dependencies are missing and
suggested course of action.  It worked for me; like you, I went back
and forth stopping and starting the daemon service and rebooting before
I tried running the perl script.

I also had to modify the permissions of the folder of the MP3s to allow
READ access to OTHERS.

Now, my only problem is getting the permissions to stay; it seems to
regress on its own and make OTHERS forbidden.  Go figure.
