After reading the replies I tried a few more things & it turned out that selinux was getting in the way, so I disabled it, forced a re-installation & the service now starts OK.
BUT... within a couple of seconds of starting, the service stops itself. I've checked that the firewall is off, and I've checked that httpd is running OK - I see the fedora/apache welocome page on port 80.
