Thank you for this note. I had described the same problem recently and restarting slimserver worked for me as well. I suspect it has to do with the sequence of the init process. Maybe slimserver has to start as the last program after networking etc is up. One could try to start it from /etc/rc.local. Scripts in that file run after everything else.
Again thank you for posting your findings. I was heading in the wrong direction in terms of a solution. Please post any further findings.
