OK, I did a chown and chgrp to slimserver on the file.  It is residing
in /etc/slimserver.conf.

I rebooted and this time the permissions stayed.  I was having trouble
with something called iptables.  I have disabled that at startup which
I think fixed this problem (unless my brother fixed something and
didn't tell me).
