As root, run `netstat -tupan` and look down the "Local Address" column to see if you truly are not listening on port 9000. Also, look under the "Program name" column for perl. If Slim is listening, it will show up there as perl.
Also, check your slimserver log file. I think it is "/tmp/slimserver.log" by default. Look for any clues as to what could be wrong, or what other port it may have bound to.
