I don't know what comes with the installer, but mkdosfs will format a
fat32 partition.  fdisk or one of the variants should be fine.

This goes back to the days of DOS: there used to be a limit of 4
partitions.  That was never really removed.  These are now called
"Primary Partitions" and "Extended Partitions" are the ones past 4:
they are effectively subdivisions of a primary partition.

So if you have 4 Primaries defined, you can't make an extended until
you delete a primary partition.

Yes, it is dumb.
