"hdparm" is what you need.

The hdparm settings for spindown are a little odd, but they tend to
work well.

The hardest part is making sure that no running service keeps the drive
from spinning down. This will probably involve setting "noatime" options
in /etc/fstab, and stopping syslog from writing occasional "MARK"
entries to /var/log/syslog.
