I'm using 'cpufreq' utils on linux. My 2.6Ghz P4 runs at a measly 325Mhz and runs 'ondemand' to ramp only when needed. This way I can have the hardware that supports all my needs but save energy whenever possible.
Rather than have other comments suggesting low power hardware keep in mind my last sentence from the first paragraph.
