I think the error message is misleading as I can't find anything wrong with the access to the files at all. There's no SELinux or AppArmour and just to fully mitigate the problem while testing I've set permission to 777. The scanner has absolutely no problem in seeing them on any of the systems and I have a working SC on RHEL. Something weird is going on.
