My recollection of ubuntu desktop *updates*: version 5 -> 6 easy, 6 -> 7 terrible, 7->8 easy. I suggest checking the upgrade path beforehand if you intend updating. For me LTS seems a good choice, and the xubuntu environment, while lighter than gnome, still is an overkill, if you can ssh to it from another workstation. Under linux (and xubuntu) I often have to drop to a shell for admin; doing ssh from a desktop machine is absolutely equivalent if not better.
I think linux kernel version 2.6.22 is the first mainstream release with the "tickless" feature. Tickless means less polling within the kernel, lower CPU base load, hence gains in power/heat. I think 8.04 has 2.6.22 or 2.6.24. I'd say hardware support (boot process repeatability, acpi...) was much improved in late 2.6.26 and the current 2.6.28.
