I would be willing to bet that your /var/log directory is being
mounted as tmpfs or something similar.  Check your /etc/fstab.  If so,
it means that upon reboot it will be wiped out.  Nice for certain
environments and applications.

It would seem reasonable to have SBS create the necessary directories
for its logs IF it has the permissions to do so.
