Returns to a prompt?

Surely it gives some message first.... or telnet.exe is broken on your
machine.

It should look something like:

[bert:~] 1:37:41pm 105 % telnet 192.168.1.201 9000
Trying 192.168.1.201...
Connected to 192.168.1.201.
Escape character is '^]'.

The actual strings will vary (the above is from linux, obviously, I
don't have a Windows machine around here...), but you should get one of
three things:

a connection
a rejection
a timeout

Just exiting means telnet is, well, broken.

DNS doesn't have anything to do with telnet'ing to an IP though.

If you want a windows machine to be able to use the hostname of the
linux box, you'll need to install Samba... Windows will add SMB names it
sees to the host lookups.

If you can make a connection from the linux box to its ethernet ip but
not from other machines, then either the linux box has a firewall on it,
or your networking is messed up.  Can you SSH from other machines to the
linux box?  Can you ping it from other machines?
