Yes you can, but it is composed of hundreds of lines of perl (and I am no coder), highly tied to the use of linux 2.6.26+. Also, the "engine" behind all this for me is the linux watchdog. It does query my PM routine regularly and launches power state changes. If you don't use that, you'll have to recode a bit.
If you're ready, no problemo; I'll pack the code and needed utils and off -down :) at first- you go. There are puzzled comments in the code.
