That could be the problem.  For 30-40w output, a good power supply
should at most be slightly warm and the fan on minimum speed.  If your
power supply is hotter than the cpu and northbridge heat sink, it is a
good sign that it is wasting more power than your motherboard.

For your general reference, the D945 atom board with 1 green 3.5" hard
drive normally have the following consumption numbers.
~25w range with a pico power supply.
~30w range with a 80 Plus power supply.
Numbers could be a 3-4watts higher if you have older hard drives or
high performance models.


If you are running the server 24/7 non-stop, it makes sense to change
to a cheap 80 plus power supply.  Look for on sale models and it is not
hard to find one for $25-30.  In your set-up, it would save 20w or
175kWh per year.  This is equal to ~$20 a year or more.  You basically
get your money back in 2 years and helps the Earth at the same time.
