I'll start with something that is perhaps unlikely, but if you have done any devel and pulled in the redhat-rpm-config package, that would explain it. Do you have '/usr/lib/rpm/redhat/rpmrc'? If you do, you want to edit and comment the bottom line, that maps armv7hnl to armv7hl. I build packages with 'neon' enabled. (We'll take any optimisation we can get, right.)
