I never got paiting to work on Fedora.  I got it working on Debian - in
desperation I copied the specific bluetooth device files from
/var/lib/bluetooth from Debian to Fedora - after a reboot then Fedora
connected to the device.

I wish I'd documented what I did more carefully - it was a pain and
almost gave up.   It's got to be easier than this!
