Yes you can. You need to install hdparm for that. Note: your USB - SATA
controller must be compatible with this. Some controllers don't support
hdparm and with those you'll get an error message.
Here's what you need to do:

Download hdparm from http://sourceforge.net/projects/hdparm/

1. Copy hdparm-9.43 directory to /tmp
2. run "make install" in the above directory
3. hdparm is compiled and located in /sbin
4. run hdparm -S60 /dev/sda1

The above will turn off the hard drive when idle for 5 minutes. you can
increase that be increasing the value 60.
You also would want to run hdparm as a service:

Create service file: /etc/systemd/system/hdparm.service

        [Unit]
        Description=Sleep USB drive when idle for 5 min

        [Service]
        ExecStart=/sbin/hdparm -S60 /dev/sda1

        [Install]
        WantedBy=multi-user.target 

Enable service: systemctl enable hdparm.service

Works like a charm.
