Here's a thought for you. I really don't like the use of /etc/localtime
for wireless regulatory domain. (I can't be the only fool who might be
using a different time zone to the world region he is in. OK, I probably
am....) 

Anyway, could we add to the web gui, a drop-down on wireless config page
to select Regulatory Domain. "", "US", "EU" and "JP" are the possible
values. Write "COUNTRY=<2 digit country code>" to
"/etc/sysconfig/regdomain" or blank it if user chooses "" option.
Looking at "/sbin/setregdomain" which is called from udev, if we set
"COUNTRY=XX" in "/etc/sysconfig/regdomain" that'll be used in preference
to 'extrapolating' a country from /etc/localtime.
