As background to this issue.  My 'successful' attempts to get BT working
on a Pi are outlined here (along with indications of my frustration!):

The only way to get reliable pairing (which survives a bt device on'off
cycle) was to use the terminal line commands here:

The above is based on an install without pulseaudio - I only installed
alsa related stuff.

I achieved the same on Fedora 18 (also without pulseaudio) but this was
even more messy as there are no bluez-utils scripts available.  I copied
the simple-agent script over from a Debian install which works even
though there are a lot of error messages.

Any contributions to get BT working without such shenanigans would be
welcome.
