I found that sometime after BT device is plugged in, it is not "online"
use the "hciconfig -a" to get BT adaptor status
For example - this is output when device was not online.

On ubuntu Bluez4 kept all details of Bluetooth adaptors, trusted
devices, paired devices etc. in the var/lib/bluetooth directories and
I'd often delete all to get back to a clean system.
You can also run the bluetoothd daemon with debug and message to go
system log.
If you need to make the PC discoverable by the BT device (i.e. for some
reason BT adaptors is in in the right mode) - then you can use the
command "hciconfig pci0 piscan
