Hi - I've looked at this again and wonder if the issue is related to
your configuration as ntp is started from the beginning of phase 2 and
it looks like the issues is failing to find a ntp server.

In your boot log you get:
Oct 28 17:11:24 soa-rpi systemd-timesyncd[123]: Timed out waiting for
reply from 64.99.80.30:123 (64.99.80.30).

Now for a normal install I don't see this server used as an ntp server -
I usually see a server from the arch pool:
Oct 28 17:11:24 soa-rpi systemd-timesyncd[122]: Timed out waiting for
reply from 95.81.173.8:123 (2.arch.pool.ntp.org).
Oct 28 17:11:24 soa-rpi systemd-timesyncd[122]: Using NTP server
77.66.37.130:123 (2.arch.pool.ntp.org).
Dec 28 17:17:17 soa-rpi systemd-timesyncd[122]:
interval/delta/delay/jitter/drift 32s/+5270753.591s/0.037s/0.000s/+0ppm
Dec 28 17:17:18 soa-rpi systemd[1]: Time has been changed

Is this server announced by your dhcp server or do you recognize it?
