if you "upgrade" (jump one or more in the first 2 digits) - yes its one way to go. eg from 7.7 to 7.9. This way you put some unused stuff into the bin. But you did not need to go that route. If you only "updating" (minor version) from 7.9.001x to 7.9.001y - no.
