wicd can monitor available networks and connect when available, assuming
there is a package available. But it's unusual to run a network music
player with no network so I'm not surprised you are uncovering issues!

I would suggest you switch tack and configure the router to block the
tablets at the down times instead of just turning wi-fi off altogether.
That way the pi will always get an address.
