I copied the i386 version of CPAN I built to the linux tarball file. I see that under CPAN there is not i386 version released with that file (explains why it perl is finding the OS versions and they are not compatible.) Examining the distributed version of CPAN I see that some of the perl modules are explicitly provided for all platforms, and some are under the cpu architecture.
It now works.
