Theoretically, it is possible without much overhead to run a minimal OS on a Pi that supports LXC/LXD, and use that OS to instanciate another full OS in a container with access to hardware devices. "In the lab" I have used this scheme to facilitate software distribution and guarantee network isolation. For example the container owned wlan0 exclusively.
