I've never done this, but this is the proceedure called out for piCore. 


Install extension kmaps.tcz  from the extension page.  (This extension
is hosted on the piCore Repository)

Then if you go to the "Extras / BootCodes"   Add your keyboard map to
the kmap= line, save, backup and reboot.

kmap=qwertz/de-latin1

Here are the availiable azerty keyboard maps.
