There's a clue on the Raspberry Pi forum 'here' (https://www.raspberrypi.org/forums/viewtopic.php?f=32&t=244162&p=1489057&hilit=wiringpi#p1489057). The way the resistors work has changed apparently. The linked forum thread suggests that wiringpi has been updated to suit, so either that's not completely correct or I'm missing something.
