That sounds like correct behaviour right up to the stuttering so it seems your server gives up sending data.
You are presenting your analysis form your point of view which may or may nor be wrong. As we don't know your system - if we make suggestion it will be on our assumptions of LMS. It would be better to supply a raw pcap file of playing say a short track (filtered to just include server and player IP) and then we can analyse the data without preconceptions.
