It is to do with sharing the same audio device across different users.

For example, the "-o pulse" is for Pulseaudio but it is per user by
default so another user (i.e. the audio service) will not see "pulse" as
the same device.

ALSA is system wide but if one user chooses a device which cannot be
shared say plughw:CARD=0, DEV=0 - then another user trying to use the
same device will get "device busy".
