Just to add to Roland's suggestion, using SoX's equalizer effect and a custom-convert file is fairly straightforward. See, for instance, this 'recent thread on the topic' (https://forums.slimdevices.com/showthread.php?112497-Using-Sox-to-parametrically-equalizing-I-m-losing-seek-functionality-Could-it-work) or search the forum for "sox" and "custom-convert".
