I'm using the official Pi4 power supply.  The Pi is connected via
ethernet, WiFi is Off
It's a cheap USB Drive - KESU 2.5" 500GB Ultra Slim Portable External
Hard Drive USB3.0 HDD 
Â…probably the drive is the problem, but since it works ok with the 2.0
port, I'm fine with it.
