I worked for a large company (in Australian terms) and they had a no graphics policy for their documentation because it was always getting out of date within a relatively sort time. The theory was having, accurate text based help was better than out of date graphics. As you know there is a lot more work generating new graphics for each software update.
I have been involved with things like Microsoft Help, Robo help, HTML Transit, Nikita as well as generic HTML help pages. I am currently looking at Hugo.
