I'd suggest installing and running e.g. htop on the system and keeping an eye on it while it serves music and runs a scan. That will tell you if there is high load or contention for the cpu. In order to increase the server priority: Settings > Advanced > Performance (in the drop-down list) > Server Priority To "dedicate" it to a CPU is referred to as setting processor affinity.
