What is being discussed with the RPI4 is the bootloader.  Firmware for
all rpi boards is still loaded from the boot partition at boot time.  
If you want to read more about the rpi4 bootloader, I would take a look
at the rpi github for it.   https://github.com/raspberrypi/rpi-eeprom
