AFAICR, I have never had to restart httpd (without deliberately
disabling the GUI).
Check these 2 settings in "pcp configuration".
[Main Page] > [Diagnostics] > [Logs] > select "pcp configuration" >
[Show]

WWW_PORT="80"

BTW: The GUI can be Enabled/Disabled through the CLI "setup" command,
[Tweaks] > [WebGUI].
