If the second window ignores size/placement, it may be' this issue'

If so,
- use 'xdotool' (https://github.com/jordansissel/xdotool) to
resize/place windows after creation or
- use a 'tiling window manager'
(https://en.wikipedia.org/wiki/Tiling_window_manager) (i3, spectrwm,
notion, ...), define the layout you want (eg. 70/30 split), have the 
window manager put the chromium windows into the correct container
