I tried the same thing, cloned a copy of 10.1.5 on to a freshly formatted disk. No joy.. in the end I had to do a clean install on to the destination disk, boot into it, and set up the main user, then boot from the old disk and clone over to the new one. Which works, but i had screwed up the short username so now I have to start over ;-)
