I had the same problem with my Beige G3 and 10.1.5. My guess was that 
since in OS 9 my old 2nd monitor was on the right, but in OS X my new 
2nd monitor was on the left (due to different sizes), OS X read the 
OS 9 prefs and couldn't hold the new ones. Sort of like sound 
support. So... have you tried resetting the prefs in OS 9? I planned 
to try, but never got around to it, and it was fixed in 10.2.
