OS X and Jaguar run fine in 640x480, if that's all your monitor supports. Everything's real big though, and some dialogs don't fit on the screen right. The only issue with OS X would be with installation before about version 10.1.5, which won't run properly in 640x480 (you can't click the continue buttons on the installation program's dialogs).
