There are two kinds of bounce in the dock: slow and excited. the slow bouncing goes on while an application is starting. if the dock is hidden, the icon will not show, iirc. If it continues for a long time, and the application doens't show in the finder, then something's messed up in the startup sequence. Calssic applications that are started when Classic is turned off will bounce while classic starts up. the excited bouncing is when an application in the background wants your attention. This is clearly a differenct behavior and the icon will appear out of a hidden dock. In your case I expect Netscape is never quite starting, because classic may be hung up?
