There are only certain types of PC Video cards that can be flashed to 
work with Macs, including various Voodoo cards just as Voodoo3, a few 
Matrox Millennium cards, and some Radeons.

I've never heard of any SIS or S3 cards that are flashable, but I could 
be wrong. Probably not though ;)
