Possibly, but not based on what they've actually delivered and what their roadmap looks like. Not if you compare it with what Intel's doing. It makes more sense if this wasn't something Jobs did "reluctantly", if it's something that's part of a longer term plan. And if you go back to what Steve was doing with NeXT and what he tried to do when he came back to Apple, that looks likely. NeXT had versions of NeXTstep for 68000, Intel, Sparc, and PA/RISC processors. It had universal binaries. It had everything that Apple's making a big deal about now... back before Apple ever approached him to come back. And what did Apple come oup with after Steve got back there? Rhapsody. On Intel. IBM and 3 GHz Power PCs and Laptop G5s?
