It seems most of the open source carts my customers end up with are a bit on the flakey side - not very secure, and not well supported. But I suppose if you know how to program the fixes yourself you'd be okay. Maybe you could even donate them back to the authors :)
By framework I mean a set of functions and/or classes that are designed to make building a shopping cart easier.
